Why ar there so many naked women in french vogue?

I love french, so I went to the book store today and I decided to buy a french vogue magazine from france. but when I opened it at a random page, there was a woman on a ladder with nothing but a jacket on!!! so is this appropriate, everyday stuff in france? cause I was slightly shocked. Our vogue magazine isnt like that.
