Help, please - can anyone help me with a painting problem?

Sorry but yes start from scratch, use an electric sander and take it right back to the first coat, make sure its all sanded back well, brush down,now, you can start to paint use a good undercoat then a good top emulsion(ive never liked dulux) cross coat the paint first coat left to right second up and down.
