What are the rules with HIPAA laws and minors?

I have found that my teenage daughter has become ually active and am making her go to the doctor's (even though it will never happen again, she says). She is refusing to take birth control. The Women's Health clinic refused to let me in with her during the consultation. She is only 14 years old. Does she have the final say in contraception prevention?
